Yep, that's Segata Sanshiro.
Also the Japanese voice actor for Iwao Hazuki, and general SEGA game promoter.

I thought that was him, and i suspected he was Iwao's voice actor as i thought he looked like the pic in my character profiles page  I wasent sure if it was the same guy or just someone who looked like him (as lots of Asian people look similar!) |
