Even though the offical speech from Shanghai T2 CEO said about , Sega is responsible looking for potential licence partners from other countries.
Let's see the reaction of the majority of 'western' people against magic in the game, will Sega take that risk to launch the game in US in the early stage. I think it will depend on the "sales" and "popularity" of shenmue-online in China and Korea. If it is popular there, then shenmue-online will appear in other countries.
Some people said that was a big budget project and that's why it "has to" be released in US and Japan as well.
However they seem forget , the money for administrating the games online, could be "very expensive" if the game isn't popular enough to support it.
So far, the game sales (online registration..etc.) performance, it cannot be predicted until the day of beta-testing, whether the game can run smooth and the connection support it...etc.

Im sure it will, or else it wouldnt sell as much, and we wouldnt be happy, so im sure it will soon or a later.
